Mission Statement ~ February 2009
The PCIE and ECIE adopted A Strategic Framework 2005 - 2010, which designated the
Legislation Committee "as a centralized point-of-contact and liaison for the
PCIE and ECIE to ensure regular and ongoing communication with congressional
committees, committee staff, other congressional contacts, and GAO regarding
issues of common interest. . . ." The Legislation Committee was charged with
the responsibility for providing input to and receiving feedback from Congress
on legislation affecting the IG community as a whole.
As the Council of Inspectors General on Integrity and Efficiency (CIGIE) gets
underway, the Legislation Committee will continue to fulfill these responsibilities
in a professional, proactive, and efficient manner. The Committee is dedicated
to providing helpful and timely information about Congressional initiatives to
the IG community; soliciting the views and concerns of the community in response
to Congressional initiatives and requests; and presenting views and recommendations
to Congressional entities and the Office of Management and Budget (OMB) on issues
and initiatives of interest.
The Legislation Committee will strive to advance the following objectives:
1) Foster a productive and enduring relationship with members of Congress and
committees that are vital to and have an interest in government fraud, waste,
abuse, mismanagement and other issues paramount to the IG community;
2) Advance efficiency and effectiveness in government programs as prescribed
by the IG Act, by raising awareness and presenting sound counsel to Congress,
OMB, and other stakeholders; and
3) Inform and keep current our fellow IGs about proposals and initiatives to
improve the IG community's performance.
Legislation Committee Action Plan for the 111th Congress ~ February 2009
The Committee, working as a whole and through the skills and experience of
individual committee members, will:
- Meet with leadership and senior committee staff of the House Oversight and
Government Reform and Senate Homeland Security and Government Reform committees
(and subcommittees) early in the new Congress to initiate and maintain a
productive working relationship.
- Identify additional congressional committees and staff for additional
outreach on behalf of the IG community and conduct orientation briefings on
the roles and duties of IGs and the CIGIE.
- Meet with OMB, GAO, and other stakeholders on issues as appropriate.
- Develop a list of legislative issues that are a priority for the IG
community.
- Present the IG community's views and recommendations to relevant Congressional
entities on legislative proposals affecting the IG community.
- Coordinate CIGIE response when the IG community is asked by a Congressional
entity to provide information, comments, or recommendations on a particular
topic or proposal.
- Prepare and distribute a monthly update to the community on the status of
Congressional legislation involving Federal IGs.
