Mission

The Legislation Committee assists the PCIE to effectively carry out its duties as specified in Executive Order 12085. In particular, these responsibilities are to identify, review, and discuss areas of weakness and vulnerability in Federal programs and operations to fraud, waste, and abuse, and to develop plans for coordinate, Government wide activities that address these problems and promote economy and efficiency in Federal programs and operations.

The overall mission of the Legislation Committee is to ensure that the PCIE is kept abreast of matters in the Congressional arena of interest to the Inspector General community as a whole or that could impact OIG statutory authority, duties, and organization as provided under the Inspector General Act. The Committee also develops, coordinates, and represents to Congress official PCIE positions on particular legislative issues. Finally, the Committee serves as a resource base for the community on congressional rules, operation, and procedures.

  • Congressman Jim Cooper introduces the "Improving Government Accountability Act of 2003 (11/06/03)

    • H.R. 3457, "To amend the Inspector General Act of 1978 (5 U.S.C. App.) to enhance the independence of the Inspectors General, create a Council of the Inspectors General on Integrity and Efficiency, and for other purposes."

  • H.J. Res. 70, "Recognizing Inspectors General over the last 25 years in their efforts to prevent and detect waste, fraud, abuse, and mismanagement, and to promote economy, efficiency, and effectiveness in the Federal Government"
      ...was passed by the House on a voice vote on 10/15/03. Congressmen LaTourette (R-OH) and Wexler (D-FL) gave remarks in support of H.J. Res. 70. The title of H.J. Res. 70 was amended to reflect the language in S.J. Res. 18 (the companion measure in the Senate.) The House proceeded with forty minutes of debate on H.J. Res. 70.

  • S. J. Res. 18, "Commending the Inspectors General for their efforts to prevent and detect waste, fraud, abuse, and mismanagment, and to promote economy, efficiency, and effectiveness in the Federal Government during the past 25 years"

  • Conference Report "Emergency Supplemental Appropriations Act" creating a new Inspector General for the Coalition Provisional Authority (10/30/03).
